One double press opens the app, so one event means one double press. Out of the box the double press turns on the flashlight; press & hold is set separately and can keep HMD's own Dial emergency contacts action, which calls your emergency contacts and texts them your location. HMD's guide says only "select from the available options" and that the key can "open apps"; the exact label of the app option is not documented. A double press of the power key is configurable too, but no source says it can open a chosen app, so it is not listed.
Press and hold the Custom Button (programmable key on the left side)

One press and hold opens the app, so one event means one hold. Out of the box the hold switches between vibrate and sound. Mapping it to our app replaces HMD's Dial emergency contacts option on this key. HMD's guide says only "select from the available options" and that the key can "open apps"; the exact label of the app option is not documented.
